John England and Lixin Li, the directors of Clean Power Projects Ltd. (CPP), have accumulated between them more than 50 years experience in the power industry. For the last 15 to 20 years they have both been involved in the development and financing of independent power station projects.
They have excellent commercial and financial skills to add to a good technical understanding of power stations and power station projects. They have a thorough understanding of the contracts that underpin a power station project and the cashflows that flow from those contracts. They have extensive experience of working closely with specialist engineers, venture capital companies, bankers, lawyers and all the other professionals that become involved in modern power project development. They also offer excellent financial modelling and analysis skills which has resulted in CPP being selected to develop financial models for two of the UK’s leading developers of environmentally clean power projects; Powerfuel Power Limited and Helius Energy Plc.
CPP has been involved in the development of the Hatfield IGCC project since December 2002 and has an agreement with the project’s developer, Powerfuel Power Limited, which makes CPP responsible for the financial modelling of the project. The current progress of the project towards financial close is described on the Hatfield IGCC page of this website.
CPP has also entered into an agreement with Helius Energy Plc to develop financial models for a number of biomass based businesses. This work is described in more detail on the Helius Energy page of this website.
The directors of CPP also have extensive experience of doing business in China and Lixin, who is now a British citizen, was born in Guangxi Province.
